Hearing Protection Act Update: HPA & SHORT are Banished, NFA Tax Stamps Slashed
We know what you’re thinking—this isn’t what we were promised.
Like you, we were hoping the HPA & SHORT would finally pass, cutting the red tape and restoring the rights the Second Amendment makes crystal clear: shall not be infringed.
Unfortunately, the Senate Parliamentarian removed these provisions from the Big Beautiful Bill (HR1) on a technicality: it didn’t meet the Byrd Rule.
It’s frustrating. Honestly? It sucks.
This fight isn’t over.
You’ve Been Fighting for Change
You’ve pushed for real reform—and we’ve had your back every step of the way.
We supported the Hearing Protection Act, backed ASA with nearly $2 million, and joined GOA in pressing for deregulation through HPA and the SHORT Act.
The full fix didn’t pass—but one piece did:
The $200 tax stamp is set to be eliminated.
Here’s what that means for you.
What Changed: $0 Tax Stamps
The $200 tax stamp goes away—no rebate, no catch.
You’ll still submit a Form 4–it's not ideal.
It's not full deregulation yet, but it does reveal an opportunity to repeal the NFA.
At Silencer Shop, we believe the $0 tax stamp opens the door to challenge the constitutionality of the NFA as it applies to suppressors, SRBs, SBSs, and AOWs. The Silencer Shop Foundation and industry partners are banding together to launch a lawsuit targeting the NFA.
We’re Gonna Sue: The NFA has discriminated against gun owners for nearly a century; it's time for it to end. We’re launching a legal attack to repeal the NFA.
When does the $0 tax stamp start?
The bill isn’t law yet—but if signed by the Fourth of July, as President Trump has requested, we’re looking at an effective date of January 2026.
Why the wait?
The way the bill is written, the $0 tax stamp provision says, “shall apply to calendar quarters beginning more than 90 days after the date of the enactment of this Act.”
That's politician speak for “it’ll be effective January 2026.”
Your Path Forward
Here’s how you can keep the momentum going after HR1:
1
Turn Frustration into Advocacy
Stay active on social media and share the benefits of shooting suppressed. The more voices pushing for deregulation, the faster we’ll get there.
2
Get Involved
Keep supporting the people who have been bringing the fight to Congress and the Senate, like the ASA.
3
Stay in the Loop
Subscribe for updates to know as soon as the $0 tax stamp becomes law and next steps for how you can support the lawsuit.

This Isn’t Over
You just proved grassroots pressure works—we've exposed a weakness because you didn't quit.
Full NFA repeal is next, but only if we keep the heat on. Lose momentum now, and we're fighting uphill for years.
We’re here to help you push forward to achieve the goal: NFA repeal.
